std.os.abort patch cleanups

 * move global into function scope
 * clarify comments
 * avoid unnecessary usage of std.atomic API
 * switch on error instead of `catch unreachable`
 * call linux.gettid() instead of going through higher level API and
   doing unnecessary casting

```
