implement new search strategy (#3029)

Augment current search strategy in semantic search, reducing search
times by ~60%

Release Notes:

- Implemented minimum batch sizes for concurrent database reads.
- Batch embedding matrix multiplication.
- Calculate matmul with ndarray
```
