Closes #30535

Release Notes:

- AWS Bedrock: Add support for Meta Llama 4 Scout and Maverick models.
- AWS Bedrock: Fixed cross-region inference for all regions.
- AWS Bedrock: Updated all models available through Cross Region
inference.
