Rei-mplements the logic from
https://github.com/zed-industries/zed/blob/9552acc2bc242d45342fa9b5a987d43868aee1ec/script/bundle-mac#L120-L123
for Windows bundling so that `run-bundling` label in CI can build
unsigned Windows binaries properly.
