Previously, we wouldn't generate any `TabEdit` when the tab size
changed, causing coordinate spaces in `WrapMap` and `BlockMap` to
become outdated.

This commit generates a synthetic edit that covers the entire `TabMap`
to ensure layers above are synchronized.
