Add completions and schema validation for agent profile tool settings (#65036)

## Summary

List built-in tools in the settings schema so profile tool keys are
suggested and unknown keys are flagged. Test that the schema covers the
tools in the default write and ask profiles.


## Testing

Tested manually on local build.
