Add support for Visual Line select in terminal vi mode (#63251)

# Objective

Add support for Visual Line Select in terminal vi mode.

## Solution

Add handling for "V" akin to Visual Line Select mode in vim.

## Testing

manually tested these changes by running locally (`cargo run`)
