Fix Auth and Zed.dev community PR routing (#64650)

## Why

The Community PR Board route check looks up the configured Track option
by exact name. The mapping for auth-related labels uses `Auth &
Zed.dev`, while the project option is `Auth & zed.dev`, so `route-pr`
fails when it handles those labels.

## What changed

Update the auth-related label mapping to use the existing `Auth &
zed.dev` Track name.

## Testing

- `python3 -m json.tool script/community-pr-track-mapping.json`
- `git diff --check`
