Closes https://github.com/zed-industries/zed/issues/58820

Some menu items there don't have have a bindable action and/or a default
keybinding, so they won't show anything by default. Right now, only "Set
Breakpoint" and "Set Log Breakpoint" will show something right off the
bat.
