extension: Bump `wasi-sdk` to version 25 (#27906)

This bumps `wasi-sdk` to version 25 and adds target architecture
conditionals.

Closes #18492

Release Notes:

- Fixed compiling dev extensions with Tree-sitter grammars on Linux
aarch64.
