Adds `zed://agent?prompt=<url_encoded_text>` URL support to open the
Agent Panel with a pre-filled prompt.

Release Notes:

- Added support for opening the Agent Panel with an initial prompt via
`zed://agent?prompt=<url_encoded_text>` URL.
