Make centered layout work for zoomed-in pane (#64064)

# Objective

- Fixes: #60353 

However, this PR does not address the "...is that the command doesn’t
work at all if you have 2 or more panes open..." part, assuming that it
is an intentional design choice (Centered layout is already squeezed
enough.

One thing that can be done, is allowing multiple panes in zoomed (+
centered too, implicitly) view, that seems like a relevant but a
separate issue. I'll try to work on that, if there's any such need.

## Solution

- Use a separate `should_use_zoomed_and_centered_layout` boolean flag to
decide whether or not to show padding when zoomed in.

## Testing

- Tested manually (See showcase)
- Added automated test for checking left and right paddings when zoomed
+ centered layout is active
