collab: Drop old rustls dependencies (#55632)

## Summary

- Disable legacy default TLS features for the collab AWS SDK clients
- Use the current AWS HTTP client and Rustls dependency chain

## Verification

- `cargo check -p collab --locked`
- `cargo fmt --all -- --check`
- Confirmed the collab dependency tree excludes rustls 0.21,
hyper-rustls 0.24, and tokio-rustls 0.24
