Make `assistant::QuoteSelection` shortcuts work in agent threads (#32270)

Release Notes:
- Fixed `assistant::QuoteSelection` default shortcuts (`cmd->` and
`ctrl->`) so they work in Agent threads too (in addition to text threads
and in the Editor pane).
