agent_ui: Show placeholder title in agent panel empty-state toolbar (#59126)

When the agent panel's thread is empty, the toolbar no longer shows the
labeled agent dropdown on the far left. Instead, it uses the same layout
as an active thread: a stable plus icon button on the far right, and the
left slot displays a muted "New {agent} Thread" placeholder title —
matching the sidebar's draft thread item. As soon as you type into the
message editor, the title shows your prompt text instead, reusing the
sidebar's draft label truncation logic.

Release Notes:

- Improved the agent panel's empty-state toolbar to show a "New {agent}
Thread" placeholder title (or your draft prompt as you type), with a
stable new-thread button on the right.
