Fix `ctrl/cmd-w` closing the project panel instead of the active pane (#64515)

- Fixed `ctrl/cmd-w` closing the project panel instead of the active
pane. BREAKING: closing the active dock moved from `cmd/ctrl-w` to
`ctrl-alt-w`
