debugger: Use debugpy's suggested names for child sessions (#33885)

Just like vscode-js-debug, debugpy uses the `name` key in
StartDebuggingRequestArguments for this:

Release Notes:

- debugger: Made the names of Python subprocesses in the session list
more helpful.
