Recognize .brushrc files as shell scripts (#62720)
Add `.brushrc` to the Shell Script language configuration so
[Brush](https://github.com/reubeno/brush) shell configuration files
receive shell syntax highlighting.
Release Notes:
- Added Shell Script language detection for `.brushrc` files.
