agent_ui: Add more refinements for v2 flag (#50968)

- Fixes message editor in empty state not consuming the whole height of
the panel
- Remove duped focused method in the `ListItem`
- Remove duped "new thread" buttons when group is empty
- Add some UI adjustments like removing labels and fading out truncated
items
