Refactor release workflow to infer tag from semantic version bump

- Replace manual `tag`/`version` inputs with `bump` (`patch|minor|major`)
- Compute next app version in workflow, output inferred `vX.Y.Z` tag, and validate tag uniqueness
- Use inferred version/tag for release commit and tag push
