Tighten chat auto-tail to true bottom position

- Replace near-bottom threshold logic with strict bottom epsilon detection
- Rename scroll helper to `isScrollContainerAtBottom` and cover overscroll in tests
- Auto-tail chat/worklog updates only while user remains at bottom
