Defer chat auto-scroll to animation frame

- Queue tail-to-bottom scrolling with `requestAnimationFrame` to avoid redundant scroll calls
- Preserve user scroll position by checking auto-scroll intent before running
- Cancel any pending frame on unmount to prevent stale callbacks
