feat(inference): add frozen-noise reverb effect type

Adds a committed 44.1 kHz noise table with deterministic generator,
a differentiable FFT reverb with decay/damping/mix macros, the TOML
definition, regenerated artifacts, mock keywords, tests, and ADR 0002.
