chore: add agent instructions and issue tracker config

AGENTS.md carries project facts for Claude Code, Codex, and Luna. The
docs/agents files configure the engineering skills: GitHub Issues as the
tracker with wayfinder conventions, default triage labels, and the
single-context domain doc layout.
