test: fuzzed C++ vs Python parity across the parameter space

Adds inference/diagnostics/parity_fuzz.py, scripts/check-parity-fuzz, an
opt-in SEMANTIFX_PARITY_FUZZ hook in check-dsp, and --stats /
--write-actual-on-fail modes on the parity binary.
