fix(inference): supersede stale assembly results and widen Jev retry

A replacement request arriving during assembly (which has no progress
callbacks) now yields analysis_cancelled instead of a stale success.
The Jev planner leans on the SDK retry policy for one retry covering
timeouts, connection failures, 408, 429, and 5xx.
