feat(inference): prototype Jev-based chain assembly

Two catalogue-driven TypeSafe Jev requests: per-effect usefulness nouls
plus a no-change gate, then pairwise ordering nouls tallied with Borda.
Pure logic lives in assembly.py with unit tests; the network call is in a
diagnostics script. Chains beyond eq-1 + distortion-1 are emitted with a
note since the optimizer does not support them yet. Adds the optional
assembly dependency group and ignores .env for API keys.
