feat(inference): assemble requests with Jev and mock planners

Adds the Planner protocol, JevPlanner with one retry and
assembly_unavailable errors, MockPlanner keyword table, assemble
request validation, service dispatch on request type, the cli
assemble subcommand, and latest-request-wins spool cancellation.
