Handle missing NetFlow files in details and singularities views

- Add optional `file_exists_on_disk` to netflow file summary types and API details response
- Show a warning in the file details page when a DB record points to a missing file
- Return 404 from singularities endpoint if the NetFlow file no longer exists on disk
- Refresh files page timestamp placeholder example
