perf(netflow-db): stream nfcapd aggregates and zero-fill gaps

Add bounded nfcapd zero-fill gap inputs so missing 5-minute buckets keep zero rows without affecting cumulative buckets.

Keep gap inputs under input_kind=nfcapd with gap:// locators so live DBs can migrate in place.
