fix(docker): install tzdata in the runtime image

The pipeline resolves named IANA zones and defaults to
America/Los_Angeles, but the runtime stage installed no time zone
database, so every run failed with 'no time zone database configured'.
The build-time smoke check now asserts the default zone is present.

```
