fix(web): retain keyboard focus when moving chart cards

Belongs-in: #135 feat/redesign

Restore focus after keyed DOM reordering and select the enabled move action at each list boundary. Verify repeated keyboard movement, persisted order and resizing at phone and desktop widths.
