Ask before launching Icarus at the end of setup

f343fe9 meant to stop the installer from launching Icarus, but dropping
postinstall from the [Run] entry made Setup run it unconditionally, so
every interactive install and upgrade opened the app with no choice.

Put the entry back on the final page as a ticked "Launch Icarus"
checkbox. skipifsilent stays, so /SILENT and /VERYSILENT installs still
never launch it.
