Keep a waiting map or theme change through a restart

A strategy-level change (map, theme) still waiting in the outbox when the
app restarted was dropped on the first save: the editor drew the server's
header, the save compared the canvas with that header, found them equal,
and cleared the record.

The strategy's header is now drawn as the server's with the waiting change
on top, as page work is. While the canvas shows that, the change waits as
it is; set back to the server's map and theme, nothing is left to send.
Choosing the cloud's version of a refused change draws the server's header.
