Save a held delete with the reason every build reads

An older build, such as a stale web tab, only knows the "changed since
you deleted it" reason as a held delete. Given the new unchecked text it
offered Use cloud, which drops the delete without its own choices. The
record now always keeps the old reason, and what the user is told comes
from its seen page.
