Bound the row index and keep NaN points outside

From Astra's review of the row-filed containment: a NaN coordinate now
fails the bounds check as it failed every edge before, instead of
throwing; rows grow taller for a footprint so tall that unit rows would
pass 4096, so no shape can build an unbounded index. A new test pins the
ink margin, which the Lotus comparison only checked at zero tolerance:
a point 0.02 below a wall, one row down from its edge, is still pushed
out. Containment failures now name the footprint.
