Draw the outbox's waiting changes when a cloud page loads

After a restart (or a trip to another strategy) with changes still in the
outbox, opening the strategy drew the server's version, and the waiting
changes stayed invisible until they landed. Every page load now draws the
page plus the outbox's records for it: queued, sent, paused and refused
alike, a patch merged by field drawing only the fields it names over the
server's version. While the canvas shows that work unchanged, the record is
left exactly as the queue holds it (paused stays paused, refused stays
refused, nothing is rewritten or sent again); an edit on top of it keeps
the base and revision the record was made against.

Work is sent as the last write only when the page it was made on was drawn
from a live server answer received since the connection last came back,
never from this computer's copy (RemotePageSnapshot.fromCopy).

Offline, the editor's sync chip counts the changes saved on this computer.
