Astra placing a star arrives as a cast of her passive (slot 0) on 13.08,
breaking the format's 3/4/5/9 promise and the corpus test. The stars
themselves are utility, so those casts are left out. The decoded output
changes for matches with Astra, so the decoder is 0.3.0.
