Never leave a moving strategy in neither place

A local delete checks the move lock right before removing the strategy,
with nothing in between, so a delete that was waiting on its pin can't
undercut a move that started meanwhile. And if the original disappears
mid-move anyway, the move finishes its cloud copy instead of abandoning
the only copy left.
