Leave paused work its own Retry beside a held page delete

A held delete no longer stands for paused work in the queue's reason,
and the sync button keeps Retry sync for that work beside the delete's
own choices. Keep mine never sends a copy cut short, and the popover
shows a held copy and a held delete side by side.
