Cap restored backup colours and decoded theme codes

A library backup wrote its custom colours straight to storage, so a
hand-edited one could leave the colour pickers with thousands to draw in
every session; it now keeps the colour library's own limit of 15 and drops
values that are not 32-bit ARGB.

A theme code is decoded only up to 4,096 characters; longer text reads as
not a code and is not prefilled from the clipboard. Codes Icarus writes put
in only the 40 characters of the name that importing keeps, so every code
it shares stays far under the cap.
