Watch a sliced page's frame and slices together

The slices of one page now always come from one server state, so a
write that touches two slices never shows half applied. While a slice
fails no page is put together and reads go to the server. A read of a
page watched in slices hands back the answer the watch delivered, which
keeps the connection it came on.
