Enhance desktop release workflow and documentation

- Update GitHub Actions workflow to include installer download URLs in the output.
- Modify release process documentation to reflect changes in installer verification steps.
- Refactor folder navigator to use the new desktop update dialog.
- Update PowerShell script to publish both versioned and latest installer downloads.
