Ask about the background at the camera, not in Settings

The transparent-screenshot option lived in Settings > Map layers, far
from the shot it changes. The camera now opens a small panel with a
"Transparent background" checkbox and a Save screenshot button. The
checkbox starts as it was left last time, so the same kind of shot is
one extra click, and the Settings toggle is gone. The stored preference
is the same field, so anyone who turned it on in Settings finds it
ticked.

While a screenshot is still capturing or its save dialog is open, the
camera doesn't open the panel, as it already refused a second capture.
