Open a strategy on the first page the pages bar lists, never one deleted here

A strategy opened while a delete of its first page waits to be sent opened
that page, from the server's list or this computer's copy, so the user
could keep editing a page they had deleted. It now opens on the first page
the pages bar lists that the server has.
