The account counter stopped a drain at the next capture, but only the
derived account id listener started a new one, and it misses a switch
that is undone within one turn. A capture after one that landed across
such a switch then waited for an unrelated start. The sign-in listener
now starts a drain too. The test lets coming back online be the only
start, so a second start can't hide a missing one.
