Keep the whole page live when the slices fail before answering

A slice watch that failed to start closed the group while the page kept
ignoring the whole-page watch, so later edits never showed. Until the
slices first answer, a failure hands the page back to the whole-page
watch, and the next change tries the slices again.

```
