Rework custom shape handles: hover reveal, corner rotation, tunable sizes

Shape edit indicators (resize pills, the circle arc, and the center
marker) now fade in on hover and stay out of the way otherwise. The
rectangle gains four corner dots that rotate it about its center, with
soft snapping at 45 degree steps and a live degree readout. All handle
dimensions move to Settings so they can be tuned in one place, and every
handle gets an invisible padded hit area larger than its visual.

Rotation reuses the existing PlacedUtility.rotation field (already in
JSON and Hive), so no schema change and old exports round-trip. Page
transitions and video export render the rotated rectangle through
CustomRectangleUtility.createWidget.
