The server already keeps which agents each strategy uses (the summary
folder cards read), but strategy lists never sent it, so every cloud
strategy card drew an empty agent row on desktop and web.

strategies:listForFolder and strategies:listSharedWithMe now take an
optional includeAgentTypes and, when it is true, return each strategy's
agentTypes. Builds before this one decode strictly and would reject a new
field, so callers that don't ask get exactly the answer they got before.
This client always asks, keeps the agents in its offline copy (copies
written before have none), and draws them in the role order local cards
use.
