Word a failed recycle from whether the file is still there, offer Remove only on Windows

When Windows didn't confirm the file reached the Recycle Bin, the toast
said Icarus had left it in place. A delete Windows did anyway made that
untrue. Remove now checks whether the file is still there and says so:
left where it is, or deleted instead of recycled. The cache stays in
both cases.

Remove promises the Recycle Bin, which only Windows has, so the menu
item now shows only there.
